Server market for the public sector: imported solutions are losing ground, Russian brands are on the rise

Source: Analysis of data from the Tenderplan system based on public procurement under 44-FZ and 223-FZ published by Vedomosti.

According to the analytical system Tenderplan, in January-May 2025, the Russian public sector radically reduced purchases of servers of leading foreign manufacturers against the background of rapid growth of supplies of domestic solutions.

Key market changes:

  1. Significant reduction in imports: Aggregate sales of Lenovo, IBM and Hitachi servers in the state segment in the reporting period fell 2.6 times year-on-year. In monetary terms, this amounted to 649 million rubles against 1.7 billion rubles a year earlier.
    • IBM: Sales decreased from 689.2 mln to 241.1 million rubles.
    • Lenovo: Purchases fell more than threefold — from 168.8 to 52.2 million rubles.
    • Hitachi: Sales collapsed more than fivefold — to 7.7 million rubles.
  2. Dynamic growth of Russian vendors: At the same time sales of server equipment of Russian companies (Aquarius, Yadro, Depo, Aerodisk) showed almost twofold growth. Their total volume for the first 5 months of 2025 reached 7.26 billion rubles against 4.07 billion rubles for the same period of 2024.
    • Depo: The volume of purchases increased 5.2 times - from 420.5 million rubles to 2.4 billion rubles (with the number of transactions decreasing from 61 to 43).
    • Aquarius: Sales quadrupled - from 604.3 million rubles to 2.4 billion rubles (the number of transactions decreased from 39 to 25).
    • Yadro: Sales remained stable at 2.6 billion rubles (with the number of purchases increasing from 34 to 42).
    • Aerodisk: A decrease was noted - the volume of purchases fell from 441.9 million rubles to 58.4 million rubles (the number of transactions decreased from 11 to 3).

Context and forecast:

According to electronics manufacturer Fplus, the total volume of the Russian server market in 2024 amounted to 155 billion rubles with the sale of 150 thousand servers (90 thousand of which were Russian-made). The company also drew attention to the uncharacteristic for the public sector shift of a significant part of server and storage purchases from the end of 2024 to the first half of 2025.

Fplus experts attribute this delay to the record high key rate of the Bank of Russia, which until the end of May 2025 amounted to 21% (now reduced to 20%). According to them, "many vendors faced cash gaps", which made it difficult to secure purchases at the end of last year.
